Shaping a Progressive Agenda of EU’s Development Cooperation: A Critical Examination of NDICI-Global Europe Implementing Acts

In response to the European Parliament's challenge in scrutinizing European Commission's actions under NDICI, CeSPI conducted an innovative analysis using ML, AI, and qualitative methods. Their study reveals a misalignment between NDICI's professed goals and actual initiatives in partner countries, especially in addressing poverty and inequalities. Recommendations include specifying targets, enhancing coordination, implementing poverty-reduction targets, collaborating for transparency, creating a High-Level Panel, and encouraging further research using TM and ML techniques for effective scrutiny.
