News: EU-Western Balkans Summit: States adopt Tirana Declaration

6 December 2022

The EU-Western Balkans Summit was held in Tirana, the first to be held outside European territory, which ended with the adoption by the participants of the Tirana Declaration.

At the heart of the summit was the issue of migration, on which the EU hopes for greater cooperation through the alignment of the Balkan countries with visa rules and the use of Frontex on the territory of the Balkans.

Another major issue was the EUR 1 billion energy support package for the region, already anticipated by the President of the Commission, Ursula von der Leyen, during her trip to the Balkans.

The package will be financed through the Instrument for Pre-Accession Assistance (IPA III) and will be based on two pillars: the first is direct support to countries to tackle the rise in energy prices and will see the allocation of 30 million for Montenegro, 70 for Bosnia and Herzegovina, 75 for Kosovo, 80 for North Macedonia and Albania and 165 for Serbia; The second pillar provides medium-term funding for energy diversification
