The phenomenon of violent extremism, radicalisation and terrorism is still a major challenge for both Europe and the Western Balkans
The security threat is even more significant for the Western Balkans, and in particular for Kosovo. Since the beginning of the civil wars in Syria and Iraq and the establishment of the so-called Islamic State (IS) in 2014, almost 400 radicalised Kosovar individuals have left the country to join the IS as foreign fighters.
One of the main challenges facing the country today is the substantial lack of capacity of Kosovar Probation Services (KPS) to deal with the risk of relapse of radicalized individuals.
