Within the framework of the Mentor2 project (Mediterranean Network for Training Orientation to Regular Migration), CeSPI carried out a study to identify and analyze practices of legal labor mobility between the EU and third countries, highlighting their constitutive elements, enabling factors, and internal and external challenges.
The analysis conducted by CeSPI examined different migration initiatives including Mentor2, identifying challenges such as administrative burdens, stakeholder coordination, and the limited role of local authorities in designing mobility schemes. Recommendations from Mentor2 highlight the need to harmonize policies, clear migration mandates for local authorities, simplify procedures, and reinforce partnerships involving public, private, and third sectors.
The study emphasizes the need for stable policy frameworks to support medium- to long-term agreements with clear regulations, enhanced private sector involvement, and active contributions from educational institutions and employment agencies in origin countries.
