In an region like Central-America, where the development gap between areas included in the globalization process and "marginal" areas widens, we must empower local players in order to encourage their dialogues with local governments and the SICA, with the purpose of overcoming the region's deep inequalities and to promote the institutions' full participation in the process of integration of Central-America.
