Measuring rural women’s empowerment: Issues and Challenges

The project aims at contributing, through measuring women's empowerment by applying the SIGI (Social Institution and Gender Index) methodology, to the strengthening of Senegal's Government competencies for the realization of the Nouvelle Stratégie de promotion de l’égalité de genre.

Within its scope, two events for Expo 2015 and various working missions in Senegal have been arranged in 2015 and 2016, aimed at meeting various ministers, the statistics Institute, women's associations, feminist intellectuals, universities, donors and members of the Parliament to create a table of inter-institutional coordination. Training and seminarian activities have been organised, a pilot group involving ministries, the Statistics Institute, universities and donors has been formed. An historical, methodological and operative manual has been produced, defining the guidelines for the creation of a national system for the collection and analysis of data (census and administrative sources and sample surveys) in relation to women's empowerment on three plans of reality (factual, narrative and altitudinal).

The purpose is to render available a set of up to date data - disaggregated by gender and, where possible, by territory - on the economical, social, political and cultural dimensions for:

  1. giving Senegal indicators as required by the 2030 agenda on SDGs (Sustainable Development ___);
  2. technically and operatively supporting the innovative process started-up in Senegal for the establishment of a national system of evaluation of public policies (CASE).

A sample survey has been carried out in the town of Kaolack using the CAPI methodology.
